CRIMES BOOK II (2)A.- Book 2 of CRIMES OF PUBLIC OFFICERS contains digests of selected cases decided by the Sandiganbayan and other lower courts involving public officials indicted for criminal or administrative offenses, which had either been affirmed, modified or reversed by the Supreme Court or the Court of Appeals, or had become final without any appeal being taken.

The book is divided into three chapters, and the cases are classified into three main categories; viz: Chapter I contains digests of cases against High Profile Public Officials, Chapter II features digests of cases against National Government Officials, and Chapter III covers digests of cases against Local Government Officials.

In Chapter I under the category of High Profile Public Officials the cases include digests of Supreme Court decisions convicting a former President of the Philippines for the crime of Plunder; another former President also convicted of Plunder by the Sandiganbayan but subsequently acquitted by the Supreme Court. Two other case digests pertain to the forfeiture of illegally acquired assets against the estate of another former Philippine President. Also included is the lone impeachment case by the Philippine Senate sitting as impeachment court removing from office a former Chief Justice of the Supreme Court is also presented.  Finally featured under Chapter 1 is the case involving application for bail of a former Philippine Senator facing charges for Plunder.

Chapter II on cases against National Government Officials, features digests of five Supreme Court Decisions: Case 1 involves an executive of the Bureau of Internal Revenue convicted for crimes of Direct Bribery and for violation of the RA 301; Case 2 pertains to ghost purchases and prosecution for violation of RA 3019 against Philippine National Police senior officers;  Case 3 is about falsification of infrastructure project and overpricing against senior officers of the Philippine National Police Academy; Case 4 concerns overpricing of construction materials against a Regional Director and other senior officials of the Department of Education, Culture and Sports of Reg. XI; Case 5 is for culpable dereliction of duty, malicious delay in the administration of justice and gross ignorance of the law, against an Associate Justice of the Court of Appeals.

Chapter III consists of cases against Local Government Officials; viz: Case 1 involves malversation of public funds for withdrawing public funds without disbursing voucher and converting to personal use against an ORG-ARMM Regional Governor and other officials; Cases 2 and 2-A are about granting cash advance while the previous cash advance remained unliquidated, against a City Accountant, City Administrator and City Treasurer; Case 3 is for violation of procurement law requirements in the construction of barangay infrastructure projects against City Engineer, Project Inspector, City Administrators Office, Barangay Captain, Barangay Treasurer, and a Private Contractor, among others; Case 4 involves awarding of BOT contract for infrastructure projects in favour of unlicensed contractor, against a Municipal Mayor; Case 5 is using a private construction company as dummy against a Municipal Mayor and proprietor of the construction supply company.
